HEARING NOTICE
BORROWING BY LAW NO. 02- 2026
NOTICE IS HEREBY GIVEN that the Council of the Rural Municipality of Argyle will hold a public hearing regarding proposed Borrowing By-law No. 02-2026, being a by-law to authorize the expenditure and borrowing of funds for the acquisition of the Pamela Beach Gravel Pit.
Council will hold a public hearing regarding proposed Borrowing By-law No. 02-2026. Following the public hearing, Council will consider giving first reading to Borrowing By-law No. 02-2026 in accordance with subsection 174.1(2) of The Municipal Act.
Project Description
The proposed project involves the acquisition of land and associated assets known as the Pamela Beach Gravel Pit, including:
• SW 1/4 13-3-13 WPM, comprising approximately 115 acres.
The purpose of the acquisition is to secure a long-term aggregate supply to support municipal road construction and maintenance operations and to reduce reliance on annual market-rate gravel purchases.
Financing
The total purchase price of $1,200,000.00 will be financed through a vendor financing agreement over a four-year period at zero percent interest.
Annual payments of $300,000.00 will be made on November 1 of each year from 2027 to 2030 inclusive.
Issuing debentures will not be required. The annual payment of $300,000.00 will be funded annually at-large through the municipal budget.
